i think it should be 1-3 potions + a percentile chance for additional ones based on int score.

something like :

int 10 - no bonus
int 11-13 - 25% chance for 1 additional pot
int 14-16 - 50% chance for 1 additional pot
int 17-19 - 75% chance for 1 additional pot
int 20-22 - 100% chance for additional pot, 33% chance for a second additional pot
int 23 - 100% chance for additional pot, 66% chance for a second additional pot
int 24 - 100% chance for 2 additional potions

So AGI decides success/fail of /rob
INT decides "what" gets stolen?
