2/16 Changes - Fishing/Scavenging Soft Caps and Bug Fixes

Hey Ciruin Adventurers! We've made some adjustments to Scavenging and Fishing because we found them leveling too fast even with an extreme decrease in %chance to level. They will both have a soft cap that works similarly to the other soft caps. You can view them with /cap fishing and /cap scavenging. We also changed fishing so that you don't gain levels from Water Logged Junk.

For Scavenging caps:
- Common tier is lvl16-19 NPCs
- Uncommon tier is lvl20-23 NPCs
- Rare tier is lvl24-25 NPCs

For Fishing caps:
- Common is River Road and Canopia
- Uncommon is Karnath Mines and Ruins of Seta
- Rare is Seven Seas and Krymak Tributary

We will continue to monitor how they are progressing, but these changes should help a lot.

Also, disenchanting was fix so that you can't accidentally use it on a character without disenchanting and have it work.

All of Alchemy's HP and MP potions no longer need rare materials in their recipe. As a result, they give levels more slowly than before.
