1.7.0.11c Changes (Reset on 09/18/2018)

-Fixed NPC respawns/tested.
-Withdrawn items from vaults are checked for expiry now, as are when you are about to use the item as a key (just in case).
-Added a auto-crash rebooter (untested except for a test program created, should hopefully work OK.)
-Fixed dailies/weeklies timers so they do not reset on a crash/reboot. (Occurred earlier but letting all know)
-Fixed quests if the item doesn't exist to complete and notify of the error instead of halting. (Resulting in some neat things.)
-Fixed a slot bug that caused tons of slots to never be cleared.
