1.9.0.9 Changes (Mar 1st)

-When you reallocate you don't need to unequip items anymore. When you relogin and you cannot use gear your stats will be decreased until you either remove it or re-level to the required level.
-When you reallocate you no longer lose spells. You will have the spells but won't be able to use them until you level up to the needed level to cast the spell. (On use it will let you know the required level.)
-Fixed client messages when reallocating.
-Added a new function to handle the deleveling a character with the above changes.
