Well, could also do factions like UO did. 3 main factions, join at your own risk. Killing warring factions gave a faction based currency. You could openly attack warring factions, even inside towns. You could quit at any time, BUT if you did, could not rejoin for 48hrs.

EDIT: When clan wars was first pitched, we were still very new and didn't have nearly the capital that Silh has. Made it difficult to get players psyched about it.
