I don't think you should be carrying those types of arrows unless you are actually going out to capture pets. Stunning animals is going to be most likely abused, and I don't think I'd like that.

I am a hoarder, my ranger will be carrying them regardless of need!

Yeh stunning attack... hmmmm... what I meant was a temporary damage thing (gives no exp), but too much hassle considering the arrow idea sounds simple enough and will work.
