How should we actually add these into the game? This is a late game add, but something SOE was aiming to have was global effecting 'shards'. What I mean by that is the clan that 'owns' the shard would get benefits. For example, 10% more exp, or 5% more HP, etc. The shards themselves would have some ...

If you check core progress you can see what you just talked about :) (Development -> Core -> Progress)

The game won't have anything to start, so its really still not interesting as of yet.

The thing about the room buttons, is you only need to access them in very specific rooms and very specific times. There is no point in taking up space in the interface for an interaction that happens rarely. What I'd suggest is just expanding that panel and collapsing others when you enter the room...
