A +1 dodge agi gnome becomes an elf with more everything?
I am pretty sure that was not reason bc i cant even imagine stats wise or passive racial bonus wise how that would be true.

Actually maybe something similar to classes dodge might work here. I.E. gnomes and lings still have max of 21 agi and 23 agi, BUT when dodging they have +1 agi, similar to monks dodge bonus but for races. So similar to the small stat but kinda in formula I guess. I.e. gnomes would have 21 agi when ...

I dont like proposal #14 at all. Saurian, drakes, hos already have limited max natural wis so they have a weakness to magic. Why reduce it even more? It signs that MR formula should change then. Are we back to rock , paper and scissor ? Again, we have a 5 div system, rock , paper scissor its too sim...

Humans should have a +1 two times(1 for each stat), not a +2 in one stat.

Well when they lose and end they will have an extra point pretty much. Right now lizard can build a 22 23 19 10 14 10 After the change they will b 22 23 18 10 14 10 (with losing an end and allocation point) I guess I could see them keeping an allocation but really on lizard what are you going to do...
