Uninstalled AV, upgraded to Win 10, all updates in, proper .NET installed, turned off windows firewall, re-downloaded the new launcher.....I still get the same message except this time it asks me if it is an AV block issue. I have no AV on this computer anymore except Windows Defender that naturally...

I did. Will do it again out of curiosity but checked properties of the file and it denotes the newest version.
