Because if you don't go out/in to hide, the cooldown remains the same. If you do go out/in it pretty much remains the same, might only be slightly slower. Fights will move faster, so yes healers will need to adapt to a faster pace.

If we want to implement something for theives to bypass ktp, I suggest giving them a % chance base on number of mobs are on the sq. The more mobs, the lower the chance. If fail, either go exhaust or lose 1-2 staminas. It can even be a passive skill so no need to activate with /bypass or whatever.
