You have Windows 10 which I have very limited experience with. Do you have a full version of Windows 10 or did you get the free upgrade (an important distinction)? Either way, do a manual windows update to make sure you have the most current defender files. Do a disk scan on your system to make sure it isn't an index forcing the file onto bad sectors. Also, use an "online" virus scanner like what can be found at http://housecall.trendmicro.com/ so advanced viral programs can't corrupt your scanner kernel. If all that fails and you still can't install it, save it to a different directory (using a different browser if you have one) and try from there. If you have a download manager it may be attaching "ghost bits" to the file and triggering defender.
The file works in windows 10, and is supported in any version anyways. I'm using a win10 machine 8)
