Profession System Improvements + Enrage/Endure

Some minor profession system improvements have been added:

-You can now mine/forage on the same node every 60 seconds instead of 300 seconds.
-Minor professions will give a bonus to your profession based on your level vs what you are mining/foraging/fishing/scavenging, up to 15% bonus. This makes leveling to 1000 actually useful!
--For example: Tier 1 Mining is 0-199, Tier 2 Mining is 200-499. I have 300 in mining. I will get a bonus of the full 15% for tier 1, and about 6% for tier 2. (Your Level/Tier Max Level) * 0.15 (To a maximum of 0.15)
-You can view your bonus with the /cap command. It shows there for now.

Hopefully this helps a little and gives some unity to the four professions.

Oh something something about enrage/endure being considered commands not skills now so they can be used like /morph is (Or a half-orc druid enraging while morphed). Relog for this one.
