/gtop and recruitment enabling

Recruitment ads start off disabled. (AKA your guild being displayed with /gtop.)

/gadmsg (message) - Sets your recruitment message.
/gadlink (link) - Sets your recruitment link. This is a post to the forums normally with more details.
/grecruiting (on/off) - Enable or disable your recruitment message.

People who attempt to apply are now viewable by officers and up. You can get more help using /help. /gtop now shows up to 6 guilds.
